Ranks progress independently (no collective quantum dependency), but overall throughput is capped by a single-lane QPU. Throttling limits how many jobs can be outstanding to prevent unbounded queue growth.
Assumptions: 1000 ranks total. The QPU executes serially (Run = 1). A queue is allowed but
intentionally bounded by a throttling policy (idle-by-policy can appear even when work exists).
